From Health Systems to Statecraft: What Shoretire Brings to the Civil Service Top Tier

Dr. Kamil A. Shoretire’s appointment as a Permanent Secretary in the Federal Civil Service marks a significant transition within Nigeria’s administrative structure as he awaits formal deployment.

From leading Planning, Research and Statistics at the Federal Ministry of Health and Social Welfare to joining the top tier of the civil service, Shoretire moves from sector-specific planning into the core of national coordination and execution.

At a reception in Abuja, he described the civil service as the “backbone of governance,” a statement that reflects its central role in turning policy into real outcomes for citizens.

In the health sector, he was deeply involved in policy coordination, reform alignment, and performance systems. His work cut across primary healthcare delivery, emergency response structures, and digital health reforms areas that demand systems thinking and operational precision.

That experience aligns with the increasing push for data-driven governance across public institutions.

“The Federal Civil Service is the institution through which policy is translated into the lived experience of citizens,” he said.

Permanent Secretaries sit at a critical point in governance, where policies are not just designed but implemented across ministries and agencies.

Shoretire’s background in planning and statistics reflects a governance approach built on structure, measurement, and accountability systems.

He also drew attention to the often-overlooked workforce of the civil service.

“You are the ones the citizens never see but always depend on,” he said, referring to career civil servants.

His appointment comes as the civil service continues to face pressure over efficiency, coordination, and delivery gaps.

With experience spanning medicine, public health, and administration, his profile reflects a multidisciplinary approach to governance that links policy design with implementation realities.

In practical terms, this connects to ongoing demands for stronger planning systems, improved monitoring of government programmes, and better coordination across ministries.

Still, the effectiveness of any Permanent Secretary ultimately plays out within the structure of the system itself, where reforms meet institutional realities.

For now, Shoretire’s elevation signals a continued preference for technical expertise within the leadership of Nigeria’s civil service.
