Incoming Permanent Secretary Pledges Teamwork, Transparency, and Renewed Commitment to Advancing National Infrastructure
Mr. Rafiu Olarinre Adeladan 
has officially assumed duty as the Permanent Secretary of the Federal Ministry of Works following his redeployment by the Office of the Head of the Civil Service of the Federation (OHCSF), approved by President Bola Ahmed Tinubu, GCFR. The handover ceremony, held on Tuesday, 25 November 2025, drew the attendance of ministry management and staff.
Outgoing Permanent Secretary, Engr. Funsho Adebiyi, FNSE, represented by the Director of Human Resource Management, Mr. Aliyu Abdullahi, expressed appreciation to the Minister, the Minister of State, and the entire staff for their harmonious working relationship. He commended employees for their steadfastness and urged them to extend the same support and commitment to Mr. Adeladan. Engr. Adebiyi also reflected on his contributions to Nigeria’s road development, noting that “about 90% of the movement of people, goods, and services is done by road, which puts a lot of pressure on it.”
In his acceptance remarks, Mr. Adeladan thanked President Tinubu for the confidence reposed in him and pledged to lead with unity, teamwork, transparency, and an open-door policy. He urged directors, staff, and stakeholders to work collectively to advance the ministry’s mandate, stressing that collaboration is essential to achieving the infrastructure goals of the Renewed Hope Administration.
“I am committed to upholding and advancing the policies and priorities of Mr. President, fostering teamwork across all departments and agencies, driving the government’s infrastructure agenda, and supporting excellence and innovation in service delivery,” Mr. Adeladan said. He also reaffirmed his loyalty to the President and the Honourable Ministers in pursuit of national development objectives.
Earlier, the Director of Press and Public Relations, Mr. Mohammed A. Ahmed, welcomed Mr. Adeladan and described the redeployment as a homecoming. He noted that the ministry has been privileged to have three successive Permanent Secretaries who previously served in various capacities. Mr. Ahmed assured the incoming Permanent Secretary of staff support and emphasized the importance of seamless leadership transitions in enhancing administrative efficiency and sustaining federal reform initiatives.
In his Vote of Thanks, the Director of Highways (Materials, Geotechnics, and Quality Control), Engr. Emenoge Rugba, congratulated Mr. Adeladan and reaffirmed the readiness of all departments to work with him in the spirit of professionalism and partnership. He wished him a successful tenure.
Engr. Adebiyi will now serve at the Federal Ministry of Transport, while Mr. Adeladan joins the Ministry of Works from the Ministry of Communications, Innovation, and Digital Economy.
